Yes this is all basic ratios, although if your teacher said use the terminology %/100 as an answer I would say they are incorrect. It should be % only (normally considered out of 100) or x/100 providing a decimal which can be converted into a %. By making it a % divided by 100, it is actually 2 logs smaller then the actual % answer. Its just like at stores where they say .50C ....it should be $.50 or 50C, no decimal

example, 7 out of 30 is what percent out of 100 = 7/30 = x/100

and 78 percent of 100 is 42 out of what = 78/100 = 42/x
